AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.
Testing Reveals Consistent Bias in AI Suggestions
The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report released ahead of the 29 October election.
For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these political entities, the study indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.
All major parties have ruled out an alliance with the PVV, implying the party that comes second is most likely to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
